Divi Toolbox ➜ Blog ➜ Customize Comment Form
This setting adds additional customizer options that allow you to change the default comment form appearance. You can change the default “Submit a comment” text by editing the Comment Title text.

Plase note:
These effects apply to the default Divi comments. If you’d like to apply the same styles to Comments module – navigate to module Settings ➜ Advanced tab ➜ CSS ID & Classes ➜ CSS Class and add a custom class of: dtb-comments
